Estefanel Gutiérrez Pérez, current councilor of the Barranquilla district, is a leader with more than 15 years of experience in social collaboration programs and a young lawyer with experience in the public sector. He has become a respected professional defending the human rights of black communities and minority groups in his hometown, Barranquilla. Born and raised in an Afro-Colombian community, Estefanel always followed his parents' advice, dedicating himself with effort to pursuing university studies. Lawyer, with studies in Human Rights, Specialist in Constitutional Law and Master in Management and Development. Thanks to his efforts, he obtained the Martin Luther King, Jr. scholarship from the American Embassy in Bogotá, Colombia. In this program, he achieved outstanding levels of performance that allowed him to participate in important leadership events in Orlando, Miami and Washington, DC, Costa Rica and represent his community before the Organization of American States, United Nations, IDB, among other international organizations. . Regarding its commitment to the defense of interests, it focuses on several flags, highlighting its interest and dedication to Youth, People with Disabilities (PwD) and NARP Communities. These bets represent the pillars of his social work and reflect his constant concern about the progress of the city.
